For example, when I say "Turn off my computer" it understand "to another man ". So I can't run no one of commands.

There are a couple of things you can try:

In Windows Settings > Time & Language > Speech, enable "Recognize non-native accents for this language"
In Windows Settings > Time & Language > Speech, click the "Get Started" button under "Setup your mic for speech recognition"
Use shorter command phrases, e.g. "computer off" instead of "turn off my computer"
