i have the speech recognizer but the voice bot says it is not installed.

That language pack is a "Cortana" voice recognition pack only, and VoiceBot can only use the old Microsoft Speech Engine languages. The languages supported by Microsoft Speech Engine are English, French, German, Japanese, Chinese and Spanish.
